File Permissions Issue

Why do the file permissions constantly set back to YELLOW for wp-config.php and .htaccess when I update this plugin?
To fix it I visit System Tweaks and WordPress Tweaks – hit save at the bottom – then go back to File Permissions – and Yellow is now green for wp-config.php and .htaccess.

Huge hassle to go in and do this with each update – what is wrong? How can I make them always be GREEN? Or Stay green…….
