    I would like to know why the file permission for the htaccess.htm file in my WP root directory is set at 444 (Read Only)?

    There should not be an htaccess.htm file.

    The .htaccess file is usually read-only to prevent modification to it. It contains rules that control some rather basic fundamentals about how your webserver operates with regards to your site. It can be modified by code sometimes, but if it’s set to 444, then it’s set that way to prevent modifications.
