File Permission Conundrum

Getting a file permission error when trying to upload files through wordpress media upload.
“The uploaded file could not be moved to wp-content/uploads/2014/10.”
It was working fine yesterday, the only thing that has changed is I updated a couple of plugins, but ones that have nothing to do with uploading or permissions.
I disabled all plugins, deleted htaccess, and set all folders to 777 through ftp, and also did it again on my web-hosting panel, but the problem persists. Everything was set to 705 previously and worked fine.
The weird thing is, that I’ll get the above error using the wordpress upload function, and I’ll get a file permission error using an FTP to that directory also. However if I wait for a period of time, I’ll be able to upload to the directory with FTP again. Trying to upload with wordpress, causes the FTP upload to stop working again.
It seems to affect everything in wp-content, as I can’t update plugins either, and trying to upload them with ftp, seems to have a 30% failure with the upload of files, and those files never seem to be allowed to upload.
There seems to be other random intermittent problems, such as WordPress asking for web server details again to update anything, I imagine it can’t read the details in wp-config. But then it’s fine again suddenly, but can’t move the files into wp-content.
Checked various threads on file permission problems, but couldn’t find any solution that works.
