"File not found" and "Not a Valid URL"?

Hi there helpful people,
I’ve got my larger files uploading now to the WordPress site, but for some reason it’s displaying a “File Not Found” message if I use the “Upload and Embed” option to pick the file to embed, and, if I use the “Add from URL” option, it says “Not a valid URL. Please try again.”
This is the URL, which pulls up the PDF file just fine for me:
