File block Replace on Multisite

    On my multisites, WP 5.8.1, PHP 8.0, I have some users with Editor role. They have access to edit all content, and given “upload_files” capability. They can add a File block and upload a file to it (pdf, embedded).

    But when they are editing the post, the “Replace” button is not visible.

    If user is promoted to Administrator”, the Replace is available and working.

    No such problem on single site WP.

    What is the necessary capability to have access to “Replace” a file? Or should I file a bug report?
