File attachment uploading whole file before saying file type not allowed/to big.

I just set up a contact form with cf7 and set txt,jpg,pdf as file types allowed and also file size to 4mb. I tried uploading an 13mb exe file and it waits until it uploads the whole file before saying file type not allowed / too big.
