File access broken – no users or even admins can access

I’m not sure when it happened, but I had file locking turned on, and at some point, the user access broke so that nobody can access the files, not users that should have permission based on their group. They get the error, “You have no rights to access this content.” Even admins are getting this error, which should not be happening. I have turned off file locking right now because our customers have to be able to access the files they have paid for, but can you tell me what happened and how to fix it? We want these files to be locked so that only paid customers can access.
