Fetching feed, stuck on NEXT

So I’m using wp o matic without the unix cron and have it set to fetch feeds every 5 hours. But whenever it’s time to fetch them and I look over my “Next campaigns to process” under the wp-o-matic dashboard, they all get stuck at NEXT.
Some of them might go through after an additional 5 hours when it’s time for the next fetch. What’s the deal with that?
