Fetching blog items from outside the blog

I’m running a WordPress powered blog on a site, which has mix of static and dynamic content. I wish to include relevant items from the blog to the static pages, but it seems not to work, if not being called from the WordPress installation folder. Is there a way to call a customized index.php from a folder other than the installation folder? I’ve just ran out of luck.
