Feetch Tweet settings visible to authors in menu

Which option is set in the capability option (Dashboard -> Fetch Tweets -> Settings -> Misc -> Access Rights )?

To clearify: The author can see “Fetch Tweets” in the dashboard menu. If the user the clicks the item he gets directed to the page “Add rule by screen name”.
