What is the link to that plugin?

Any plugin can supply blocks. It’s called the block directory, and it is shown in the editor when you search for a block.
Plugins do change ownership, and the users “should” be considered, but they don’t have to be. It’s open source, and no warranty.
You are free to write a review of the plugin, and choose an alternative if you no longer like it.
