Fee not attached to commission

Hi , I run multi vendor website for client in this case vendors will add custom amount of fee to downloads as extra services but the fee isn’t calculate in their commissions what is the problem ?

'download_id' is correctly set to Post Id but the fees didn’t calculate in commissions of the vendor who is owned product.

Im really confused..
