“Featured post” image rollover, similar to hypebeast.com?

Hi,

I would like to know how to get a “featured post” image, similar to the image found on Hypebeast just below the main navigation, taking up the entire width of the site.

Is it a basic css/javascript rollover, which requires essential files to be re-uploaded every time a new featured post is created, or is there any plugins that would do the job for me?
