How can I tell? It says it was looking at og:image property (which is usually set by SEO plugins – perhaps WordPress is now doing this by default so may not be accurate.)
However, when I look at the issue again – go to the section: “Metadata that we gathered about this page:” >> Image: https://performancepotential.com.au/wp-content/uploads/2016/03/william-494556-unsplash_1200x628-e1553084747833.jpg

Restrictive Apache directives inside .htaccess file.
There are two Apache directives which can cause this error – ‘Deny from’ and ‘Options -Indexes’.
Looks like the image has permission issues
