Try to clean your cache. Let me know.

1. “Clean Cache” –> Same problem
2. Install New Browser Firefox –> Same Problem

My WordPress is 4.9.8 in Synology NAS Package with multisite

No errors. Maybe that’s a conflict with something in your environment.

Try to deactivate all your plugins and replace your theme. Then check if the settings works.

If that works, enable one plugin each time checking if the menu is still working. So you can identify what’s causing the problem.
