Feature Request: Restrict creating user to be someone role

Hi,
for first, great module! keep good work.For second. For our client i build a portal and i defined capabilities and restrictions to client accounts. But he want to create user by himself, and there start a problem. Default when add capability to create/update/delete user he get ability to create or delete administrator account. And this is unwanted behavior, it breaks “principle of portal”.
I found solution how to users who are not administrator to restrict create/delete/update that users which are administrators.
It is hardcoded. This feature should be in AAM ??
