Feature request: hook to block new-user creation

Subject says it all. Please consider adding a hook in shibboleth_create_new_user() to allow me to selectively disable user auto-creation.
I have a site where viewing has to be restricted to a small subset of WordPress users. I can’t use a WordPress plugin that requires logging in, because Shibboleth auto-creates a WP user for all visitors (that have a valid Shib login).
Right now, I’m using .htaccess to force this, but I’d like to keep everything inside WordPress if I can.
