The plugin sends contact details on only one event during the order process and not multiple events. The contact information is sent to ActiveCampaign on the Subscribe Event that you select from the dropdown list box. The choices are Created, Completed or Processing. If the order status is any of the others (i.e. On Hold/Cancelled/Failed), the plugin does not send any details.
I’m not sure that tagging is the best approach for your purposes. For example, Contact A makes a purchase today and wants to pay via Bank Transfer. Contact A would be tagged On Hold. Two days later that same Contact A, makes another purchase but the purchase is made via a credit card. Contact A would be tagged Complete. Now Contact A has two tags – On Hold and Complete.
The contact would then get a reminder email for all the products they purchased because the On Hold tag exists.
