The telemetry component is an experimental component that comes disabled by default.
The label to activate it even states that it is experimental. Meaning it could cause issues.
It’s not a component you want to enable and have it on all the time. It is something you turn on if you want to check if another plugin or theme is sending telemetry data somewhere and turn it off.
Turning it off will stop the problem.
