    This was resolved in a different forum, but for reference, I will post the response here:

    As your site has exec() disabled, there’s little that can be done with local optimization and specifically you don’t want to try to install the local tools, since they won’t be able to be run. With svgcleaner, it can’t even see it so you will want to not install svgcleaner and remove it from the wp-content/ewww/folder if it’s there (though you can also just leave it).

    For reference, we have on our current to-do list to disable the svgcleaner installer when exec() is disabled.
