    how do i fix this?

    Try doing a CHMOD on wp-includes and set it to 777 and see it this works. If it does, CHMOD to 775 for security reasons.

    Open your favourite FTP client, connect to the FTP server then right-click on wp-inludes, change file permissions and tick everyting there or set it to 777. Also, try to do it recursively, include all subfolders and files as well.
