“fatal error” message when upgrading

    I just tried upgrading to the latest version of WordPress and I’m getting a “fatal error” message. Can anyone tell me what this means?

    Fatal error: Call to undefined function is_admin() in /home/homescj8/public_html/wp-includes/vars.php on line 16

    I tried restoring but that doesn’t work either. Help!

    Try re-uploading the wp-admin and wp-includes folders from a fresh download of WordPress.
