Fatal error: Cannot redeclare wp_get_user_request_data

Hi,
A couple days ago I tried logging in on my WordPress website and I could get to my dashboard, but on my site I was logged in, just wasn’t able to get to my dashboard. But when I tried an other button, like ‘edit this page’ I did get in. So I thought this was weird, I tried updating my WordPress version to 5.3 but I couldn’t. I let it be for a day and now I still see my website, I get logged in but I can not enter my dashboard. So I followed some steps to see what the problem was, I was supposed to get an email of this, but I didn’t so I edited the wp-config.php file to show the bug.
This came out:
Fatal error: Cannot redeclare wp_get_user_request_data() (previously declared in /mnt/web403/c2/21/59767121/htdocs/WordPress_01/wp-includes/user.php:3639) in /mnt/web403/c2/21/59767121/htdocs/WordPress_01/wp-admin/includes/deprecated.php on line 1578
But I don’t know what to do now…
