Try downloading WordPress again and delete then replace your copy of the main index.php file (in the same directory as wp-login.php) with a fresh copy from the download.

Thanks, I found it. I have to do the reinstall manually. According to the codex instructions I need to delete the .maintenance file. I found the maint folder but no .maintenance file anywhere…
