Failed login Captcha is set to 5, still users always get reCAPTCHA

    Failed login Captcha is set to 5, still, users always get reCAPTCHA on the login page. I believe it should show ONLY if they make 5 failed login attempts.

    Do I need to change any other setting as well, please?
