Fail to load plugin URL mce-buttons.min.js?version=1.18.2

    WordPress version: 6.4.3
    WordPress theme: Twenty Twenty-Four
    Popup maker plugin version: Version 1.18.2

    Issue Description:
    I installed the popup maker plugin via the plugin dashboard.

    Immediately after installing the plugin, I go to “Popup Maker” in the admin side panel > Create New Popup. I then see the error message:

    Failed to load plugin url: https://.../wp-content/plugins/popup-maker/assets/js/mce-buttons.min.js?version=1.18.2

    In the “Popup Settings” section I see a message saying:

    If you are seeing this, the page is still loading or there are Javascript errors on this page.?View troubleshooting guide

    Solutions Tried:
    1. Disabling all plugins except Popup Maker
    2. Reinstalling the Popup Maker plugin
    3. Clearing site cache
    4. Logging in to admin console in Incognito Window
    5. Changing theme
