As mentioned in the plugin description:
This plugin adds the javascript for the Cat Signal to your site so you don’t need to mess with the code.
This plugin just adds the javascript. It is not responsible for launching the campaigns as that’s managed from the external source. The developer mailing list for the Cat Signal hasn’t had activity in months, nor has the Twitter account for the Internet Defense League (https://twitter.com/Defense_Leauge) and the website (https://www.internetdefenseleague.org/) shows a modal alert that says they are not accepting new members.
From what I can tell, the Cat Signal is dead as the organizers have refocused their attention to https://fightforthefuture.org (which does not have any kind of embed/modal/alert system).
Articles 11 & 13 were brought to the developer Google Group over a month ago (https://groups.google.com/forum/?fromgroups#!topic/internetdefenseleague/cEbmRaKjGl0) but no action was taken on it. Again, I do not maintain the API, this plugin just adds the javascript to WordPress.
