Shouldn’t the Facebook Send Dialog work like private message unless posting to group?

Send Dialog:
The Send Dialog lets people privately send content to specific friends. They’ll have the option to privately share a link as a Facebook message or group post. The Send Dialog does not require any extended permissions.

I tested it in demo page and it works like private message!! so, I believe it is not working in free version ??

Send dialog is used on premium version only. Free version use share dialog
