EZPZ OCB exec() enabled, but plugin won't activate?

I asked my hosting co to enable exec() and they said they would do it for a subdirectory since it was safer.
So it’s enabled for wp-content/plugins but I still get the following error msg:

Contacted host again and they say exec() is working.
What am I missing here? Does it have to be enabled for the whole site??
