Express Checkout returning to cart without completing

Express Checkout with a credit card isn’t working for me. I’ve tested it with both sandbox test accounts and real accounts.

After entering credit card information on the Paypal screen, there is a “processing” message and then I’m returned to the shopping cart with the items still showing in the cart. There is no error message. The transaction doesn’t complete.
I’ve tested this with a business PayPal account with Express Checkout enabled. Checkout with a PayPal account (instead of credit card) works fine.
Anyone else run into this problem?
