Exported file (800 names) imports zero

I’m trying to migrate all the users from an existing site to a staged version of the the site on another server instance. I export all users with the default settings (about 800), and then import into the new site and nothing imports.

I would have expected a default export/import to just work, and I’m puzzled what the problem would be. Is there something that has to be configured on either end?
