Export to Excel option does not work and do not provide proper excel file

Which export? Product? If yes, then it’s generate CSV, not Excel.

And why you think it’s not valid Excel?

I did try to open it with excel but it refuses to be opened.

How it’s generating with such name?

I am not sure, that’s the order export option, and that when I choose to export to excel
so it will export the orders to an excel file.
