Export download becomes a page – not a download

Trying to export my localhost stuff so i can upload it to the live database, but it refuses to create a downloadable link, instead safari or chrome just opens up a new page with a wall of text. What could this possibly be??!

Have never had this issue before. Worried I’ve removed some important detail to the whole installation.
