Expand Menu bars in new post

I’m having trouble with the expand menu bars when I’m creating a new post.
If I want to collapse or show the “publish” section, it just wont work. I know that WordPress is using ajax to save the state of the panel I just try to expand or collapse, but its a bummer to press F5 every time I need something to be shown.

Following a recomendation here in the WordPress Forum I installed a plugin called: “Use Google Libraries” thats loading jquery and all regular stuff like that from google, so it’s always updated, but nothing.
Any clue? I see that the Theme is not using nothing weird on the javascript side, so that doesn’t seem to be the problem.

Anyhow I did turn off every plugin, turn back to the Twenty Twelve theme, erase my browser cache, close it, restart the PC and then try again.. and nothing. Even with the regular theme won’t work
