Excluding categories not working

  • Why does the following not work:

    [catlist id=2+4-10-9-8-7-6-3] // Just a blank page under page title

    But the following does?:

    [catlist id=4-10-9-8-7-6-3] // page title and the posts from category 4 show up

    I want posts from categories 2 & 4 to show up on this page and the other categories to be excluded.

    In addition, How can I get the category name to show up before the posts are displayed?

    Thus it would read, for example:

    Category 2
    * Post1
    * Post2

    Category 4
    *Post 1
    *Post2
    *Post 3
