exclude VAT on certain language

Based on your description, it seems that you want to display the product prices inclusive of VAT for Israeli customers, whereas for customers from Europe and the USA, you want to display the product prices without VAT. To achieve this, please follow the steps below:

1. Go to your WooCommerce > Settings > Tax.
2. Ensure that the “Enable tax rates and calculations” option is checked.
3. Set the “Prices entered with tax” option to “Yes, I will enter prices inclusive of tax”.
4. In the “Calculate tax based on” section, choose “Customer’s shipping address” or “Customer’s billing address” (depending on your preference).
5. Now, you need to set up tax rates for different regions. Go to the “Standard rates” section by clicking on the “Standard rates” link at the top of the Tax settings page.
6. Add a new tax rate for Israel with a 17% rate. In the “Country code” field, enter “IL”, and in the “Rate %” field, enter “17”. You can leave the other fields empty or fill them in as needed. Save the changes.
7. Add another tax rate for Europe and the USA with a 0% rate. In the “Country code” field, enter “EU,US”, and in the “Rate %” field, enter “0”. Save the changes.

With these settings, your Israeli customers should see the product prices inclusive of VAT, while customers from Europe and the USA will see the prices without VAT.

Alternatively, you can also try the WooCommerce Tax Exempt plugin. It allows you to tax-exempt selected customers and user roles.

I apologize if I wasn’t able to convey my issue clearly in my previous message. @shameemreza , To clarify, I have already set the tax rate for Israel at 17% and set the rate to 0% for other countries. That part is working fine.

My concern lies with the following setup: The problem arises when dealing with countries that have a 0% VAT rate. I want the price I set to be the actual price displayed to customers in the US and Europe, without any deduction for VAT. However, it seems that because the “Enable tax rates and calculations” option is checked, the displayed price subtracts the 17% VAT rate from the product in the case of Israel. This is not the desired outcome.

I hope I have made my issue clear now.

For your kind information, this issue is happening because of a conflict in WooCommerce and we have limitations here. If we set Yes, I will enter prices inclusive of tax option WooCommerce will be including base location tax with the product price. But the additional tax set based on location(for example *US*) will be calculated after the base tax.

This bug is reproducible in a clean installation when WooComemrce is only active. Please check our test site and screencast for more details and let us know your feedback.

I believe there is some confusion here, so I would like to ensure I understand what you’re trying to achieve.

Based on the information provided above, the site is supposed to calculate tax only for customers in Israel, customers from other countries should not be taxed.

Therefore, in the attached screencast, the price should have been $16(without tax) on the product page since “presumably” the customer is not in Isreal, correct?

If that’s the case indeed, then this has to do customer’s default location. For instance, you currently have it set to the store address, so WooCommerce will assume all visitors are from Israel and will display the price with a 17% surcharge regardless unless the customer updates their billing address on the checkout/cart page.

To change this behaviour, simply change the default customer location to geolocate or no location by default:

To summarize again, I have a product with a price of 20 NIS, which includes 17% VAT for customers in Israel. On the English version of the website (using WPML on a different domain), the same product is priced at $10, and customers from the USA should not be charged VAT.

However, when a customer from the USA visits the English site, the system automatically reduces the price by 17%, resulting in a price of $8.3 instead of the intended $10. I want the price to remain at $10 for customers from the USA since there is no VAT applicable.

I understand, but WooCommerce tax calculation isn’t influenced by the site language, it’s calculated based on billing/shipping address or store location.

I tried replicating the issue on my test site by applying a 17% tax to Jordan on a 10$ product and everything is working as expected.

To gain a clearer understanding of the issue, kindly create a new sandbox environment with only WooCommerce active. Then, create a new product priced at $10 (ensure that the actual price of the product is indeed $10).

You can keep 17% tax for Isreal and remove the other two 0% tax lines. Now try to checkout and switch between any country and Israel.

Can you still see the $10 being deducted for other countries?

Also, you’re running an outdated version of WooCommerce so please update.

I agree with you that the website language does not matter in this case.

Can you send the WooCommerce settings, please? For me, when you set the US country to 0%, the 17% is still subtracted from the price.

I’d like to loop back to this part of your original message:

After checking out the screenshots you are sharing with your last message here, and the entire thread, I recommend selecting the other radio button, instead. Titled “No, I will enter prices exclusive of tax”.

That should enable pricing to appear as expected, based on the Standard Rates seen in your store’s settings screenshot.

In the Hebrew language version of the website (intended for sales in Israel with a 17% tax rate), I want the prices to include VAT as I have specified. However, in the English language version (intended for sales in the USA and Europe with a 0% tax rate), I do not want the prices I set to include VAT.

At the moment, in the English language version (with the 0% tax rate for the USA and Europe), the 17% tax is being deducted from the price I set.

The deduction is not the default behaviour of WooCommerce, I have your same exact settings and the tax is added on top of the product price:
