Exclude by browser language

I don’t find a way in “Exclude” to exclude users which have a certain browser language defined in their browser.

I am showing a message “an English version is also available” on a non-English website – to advertise the English website. As a result, I don’t want to cache pages when this ^^ notification is shown.

So, when BROWSER LANGUAGE is NOT ‘de’ (German) I would NOT like to cache the current page. Do you support this? If yes, how?
