i was able to find out the issue, the post were using manual excerpt.

Ah yes that makes sense.

Manual excerpt is its own thing.

WPSP follows WordPress default in its idea to keep the manual excerpt intact as that’s actually the main idea behind it.

Manual excerpt means it’s up to the user’s write-up on how long would the excerpt string displays. ??

You may have to consider rewriting the manual excerpt to make use less words or have it trimmed manually using PHP snippet. Example – https://wpshowposts.com/support/topic/excerpt-length-not-working/#post-25661
