Exception to Free Shipping for 1 product?

Hello we have Woo Commerce plug in working awesome. We offer flat rate shipping $9.50 or Free shipping over $60. That is all good

Issue – we have 1 item that is $193 that does not qualify for free shipping if it is the only item ordered. We want to charge $9.50 shipping if that is the only item ordered. If that 1 item is ordered with any other item than it would qualify for free shipping.

Any idea’s or plug in that I could use to create an exception like this? thank you in advance for your time!!
