There are a few plugins that import Excel onto a webpage, even fewer to export back to Excel, but you may be able to cobble something together.

What is so important about Excel format? It’s likely a large hindrance in achieving good functionality towards getting orders filled. In a sense, the WP native mySQL database is very much like a spreadsheet. Ignoring that and forcing things to be in Excel is very sub-optimal. IMO, you’re better off having a proper web based order form without Excel being involved. Then save submitted orders in the database and have a different web based user interface for order fulfillment, again without Excel being involved.
Like most translations, translating to and from Excel may be possible, but often something is lost in the process. It may or may not be inconsequential, but it’s not the same as staying in the native “language”. Just sayin’, it’s your site, do as you wish. There’s no need to explain or convince me your way is better or necessary.
