Everywhere Display Rule Is Not Working

I am using popup builder plugin to display a popup image with a link everywhere on my website. Instead, it is just displaying on a few pages and not everywhere. I have tried multiple display rules along with Everywhere, like All Posts and All Pages, but it is still not displaying everywhere on my website. Please guide in this regard. Thanks!
