I’m sorry to hear you’re disappointed with the WebP conversion being a paid feature but both our CDN (which you can use to serve webp images) and our new Local WebP feature require a premium membership as the conversion takes place in our API.
The free plugin still packs lots of useful features (bulk optimization, remove metadata, optimize images on upload, directory smush, lazy load, and more) but we also released single premium memberships for all the users that just wanted the PRO feature from one of our plugins instead of all of our products and services.
That makes it easier for anyone to pay just for Smush Pro, for example, on either a monthly or annual basis choosing a plan that suits the number of sites you want to use the plugin on :).
