For development or staging sites, Site Kit can be used to display data from a live site, once the plugin is setup and recording data in Search Console, Analytics, etc. You’ll find details of how to set up and use Site Kit on such an environment by visiting this guide. If you already tried doing so but encountered errors, or if you wish to share any verification errors you encountered, I’d be happy to assist you with this.

Note that Site Kit verifies ownership of a site using Search Console. For that reason a site must be publicly accessible, and may not suit an intranet environment. Many of the services that Google offers also require a site to be publicly accessible.

Our site (like probably every in-development site) is not publicly available.

Hence we don’t further evaluate Site Kit.

We might consider it on a semi-public staging site in the future if we read about great things it eases life with in the future,

Totally understand if Site Kit doesn’t suit your environment at this time. I’ll also pass on your feedback. We did discuss alternative ways of verifying site ownership previously so it’s possible things may change in the future.
