EU Countries VAT Rates (How do I manually change rates?)

Hello,
In some circumstances, the rates in the table are false.
For example, the VAT rate for “La Reunion (RE)” is 20%.
This is normal when trading in “La Reunion” but when exporting to “La Reunion”, the rate must be 0%.How do I change the rates or override the rates in the table?

Indeed, with a valid VAT number, it works. But for non-professional clients, there is no solution.
I got around the problem by changing the VAT rates in WooCommerce. However it is rather ugly because Woo indicates everywhere prices including all taxes, which is false.
It would have to be possible to sell “for export”, i.e. excluding tax.I think the problem described in the following thread is related to our discussion:
