EU Cookie law message like Google: exists?

  • I’m looking for a plugin or hack to show a EU law cookies message as Google does: not floating and not intrusive. Just need this configurations:

    • Placed in the top, but not fixed (just static)
    • It disappears when user continues navigating

    I saw this website made from Google: it creates a JS script, but it floats on the top, and I don’t want it. But its own cookies message on the top isn’t floating!

    I’ve installed dozens of plugins and all of them insert a top floating message. I never cannot control this floating by CSS because the message is always set with the wp_footer function, and I need the message set after the <body> tag to control the CSS position property.

    I’m just looking for a very simple and non intrusive plugin or solution for the cookies message. It exists?
