Escaped characters in Item Instructions are not re-formatted in order details

When Item Instructions are provided for an item, single and double quotes are sanitized (escaped) before being stored in the database to avoid code injection attacks.

Unfortunately, when the Item Instructions are displayed in the WooCommerce New Order email and on the WooCommerce Order page, the slashes are not stripped from the escaped characters, causing confusion.

This is frustrating for the business because when cakes are ordered, there are slashes included in the message that the customer wants to include on the cake.
