Error – wp_locale after installation

  • Any help appreciated as to why this has occurred when I go to upgrade.php after replacing files:

    Fatal error: Cannot instantiate non-existent class: wp_locale in (my WP installation location)

    Fatal error: Cannot instantiate non-existent class: wp_locale in /mnt/149/sdb/d/6/myblog/wordpress/wp-settings.php on line 249

    Can’t anybody help??
