Error when changing email notification

  • When attempting to change the email address to which I would like a notification sent I keep getting an error:

    Error 403: Forbidden

    Your PHP settings have been disabled by an H-Sphere administrator.

    Your current PHP configuration:
    This configuration was changed: Sun Jan 10 02:00:15 PST 2016

    Please bring your PHP configuration in compliance with admin settings or request your administrator to re-enable support of your settings.

    Is this a WordPress4.4.1 issue? Are there any solutions that you know of?
