Error thrown even though field is not empty

Hello,
When logged in as Admin, and attempt to make any change on the Edit Profile page of a member’s profile, site throws an error “Profile Photo is required” even when a profile photo has previously been uploaded.
Error does not occur when logged in as a member user.
