Error! Something went wrong when verifying the payment

Some of our users report that upon submission of one of our forms that uses a PayPal integration that they receive the message “Error! Something went wrong when verifying the payment.” This occurs to some users and not others.
WordPress, theme, and plugins are all up-to-date.
We have tried a conflict test with all plugins and could not consistently reproduce the problem.
Most users who received this error seemed to be able to successfully submit the form after clearing their browser cache. Because of this, I configured the web host’s (Siteground’s) server-level caching to not cache our forms pages, and I have configured our forms to be rendered with AJAX and to prevent page caching as well. After clearing my browser’s cache and all other data storage (cookies, etc.) and purging Siteground’s server cache, I still repeatedly received the error quoted above. I ran tests using the latest Firefox and Chrome browsers.
Next, I tried re-generating PayPal API credentials, but this accomplished nothing.
Finally, I exported a working form and then imported it, so that I could use it as a base for re-creating the broken form. Once this was done, I was able to submit the form without error, as was another user. However, about two days later, a third user reported receiving the usual error. After clearing his browser cache, he was able to successfully submit the form. While I am glad he was able to do so, it is just terrible to have to ask our users to do that. I really wish I could get to the bottom of this awful problem.
